Summer “minimum fee for teaching”

The expression “minimum fee” really means reduced pay.  I don’t know how reduced pay for summer teaching can be justified.  Why should the time of year impact the pay for teaching the SAME course?

It is already bad enough to teach a summer course since in 13 weeks when teach the same material that is taught in 16 weeks in fall or spring semester, thus getting paid only 13/16 of our normal pay for a particular course.
